trying to make a server for a while now and my friends always get the same error when trying to connect Cannot Connect: Connection Refused. way) but nothing works. I have been told that connection refused means that the IP is blocking it. For internet I use a type of "Internet Stick" that uses cell towers for high speed. I doubt this is the problem because it does it at my friends house too who has an actual high speed internet tower. Anyone think the can help?
