I recently upgraded a laptop from vista home premium 32 to ultimate 32 and every time I reboot visa declined codes the computer the following error appears:Dial up errorWe are sorry, it seems like the previous connection hasn't been cleaned up properly.Restarting your computer should clear it up (err=38).So far http://h30434.www3.hp.com/t5/Palm-and-WebOS/Dial-Up-Error-err-38-upon-startup/td-p/2067599 in troubleshooting I have restarted the computer several times. I have deleted the modem driver (will install it again later). I have run CCleaner and cleaned up the registry. I have loaded several windows updates. Nothing seems to have any impact.Any ideas on further troubleshooting steps would be gratefully received. Based on my known, software conflict can cause similar issue, I suggest you take a clean boot to check it. 1. Click Start, type "MSCONFIG" (without the quotations) in the Search Bar and Press "Enter" to start the System Configuration Utility.2. Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All".3. Click the "Startup" tab, click "Disable All" and click "OK".4. Restart the computer and test this issue in Clean Boot. Note: Clean Boot is a troubleshooting step. If some programs have been disabled, we can re-enable them later. If you see the System Configuration Utility, check the box of "Don
