I just recently had an issue with Photoshop because I disabled Flexnet Licensing service on my computer. Basically the 148:3 Error means that the FLEXnet Licensing service in Windows is not running. To start it go into services, right click FLEXnet Licensing and start it. If it is not set to automatic do so now. *UPDATE* A person posted they couldn't find the services. In Windows Vista/7 just go to the "START" menu. In the search box type "services". In Windows XP Go into "Control Panel -> Administrative tools -> Services". Hope this helps!. Voila.
