What are the names of the services you are dealing with? Double click the service - go to the "Dependencies" tab - Check the service names list under "This service depends on the following system components" and then make sure that all the services listed there are already started. For example, if you're trying to start a service which has dependency on "Windows firewall" service, you need to first make sure Windows firewall service is STARTED. I have found that Windows Firewall service is set to automatic but will not start, giving the error in the topic. I also find attempting to start IPsec Policy Agent manually fails as well. I apologize as I'm not sure what to run in order to create logs needed for assistance.
