A semaphore is an inter-process communication (IPC) facility used in UNIX. In computer science speak, it is a method of controlling access by several processes to a common resource in a parallel programming environment. There are two kinds of semaphores: binary and counting. A binary semaphore is a simple "true or false" flag that controls exclusive access to a resource. A counting semaphore is used to control concurrent access. The counting semaphore as implemented by IPC is what concerns us in this article. IPC semaphores are themselves a finite resource; https://scn.sap.com/thread/3761512 that is, there's only a certain number at any given time. If a process requires access to a resource then it obtains a semaphore and the number of available semaphores is decremented. Once the process has finished with the resource it returns the semaphore and the available semaphore count is incremented. The error above is generated when the number of available semaphores reaches zero.
