to install Open Worbench in Windows Vista, I came across this annoying problem. Every time I tried to run the installer I kept getting "internal error 2739" message and the installation process would terminate. At first I thought the setup file itself was corrupt. https://sourceforge.net/p/openworkbench/bugs/87/ But on enabling MSI logging feature I learned that 2739 was MSI error code for "Could not access JavaScript runtime for custom action". GetUserLanguage". Some time ago I have found a posting in the Forums of OpenWorkbench about this, there was something mentioned like unpacking the installer and starting the .msi file directly ore the like, but the posting disappeared somehow, when they changed their site. Or maybe I am to lame to find it anymore... Has someone read this and can remember what to do?
