The lens mechanism retraction is very fragile. One grain of sand is enough to break the camera. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Some cameras might not beep or show any message, depending on the manufacturer and model. The lens will get stuck in the extended position, and refuse to move either to focus the lens or to retract when powered off.
