The lens mechanism retraction is very fragile. One grain of sand is enough to break the camera. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. I have written a blog post about some things that you can do to try to correct it. Often this can be resolved by a doing a few simple things. If it still does not work, then it would need to be repaired or replaced. Turn off camera set on a table and with a bright light look around the lens turret to see if there is any foreign matter jamming the lens. Try cleaning the crevice between the lens and body with canned air using short bursts at an angle so as to blow any dust and debris out, not force it farther in. Turn on camera and test.
