The lens mechanism retraction is very fragile. One grain of sand is enough to break the camera. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Check the space around the lens and see if the spacing is equal distance all the way around. Sometimes you can use a vacuum cleaner and apply vacuum suction on the lens while powering it on. this may remove some of the dirt/debris and free the mechanism.
