Or the camera has been powered on, but the lens had been blocked preventing its extension. Before buying a new camera, here's some things that you can do to try to correct it. Check your user manual on what to do when you get this error message. If your camera is at least a couple of years old and wasn't too expensive to buy, then buying a new camera would be the cheapest option, because repairs to the lens (if it's possible) can be quite expensive.
