When I deploy Flash (Plugin or ActiveX) I always have an Action to kill Firefox, Chrome and Internet Explorer before the deployment action fires off. What you'll have to do is createverbose log file. The 1603 error will appear somewhere in the middle of the log file. A few lines above that will be a "real" error code that will help you figure out the problem.
