I have done some troubleshooting and can at defintiely confirm it is microsoft vpn error 691 NOT a password/account issue. So, I think it may be something to do with the authentication protocol, but

Could you please tell me, if you have installed ForeFront on Windows 2008 to act as VPN server? CHAP and MSCHAP authentication protocol only works with Radius Clients. If this authentication protocol is in place, you would need to configure users as Radius client.
