Lo que indica que falta algo. No podría ser que te hubieras dejado una referencia? alguna dll que no esté y que necesite... Al abrir el programa, lees algún fichero de disco, pudiera ser que fuera allí, que no encontrará el archivo o que no tuviera permisos para acceder... y por eso te diera dicha excepción...
