The root cause of the issue, as identified by Jonathan in his comment, is a mismatch between the identity strings returned by two different cmdlets; Get-ActiveSyncDevice and Get-ActiveSyncDeviceStatistics. If you check the user's current OU, chances are very good that it doesn't match the ActiveSyncDevice. This means that the user object was moved to a different OU sometime after the sync partnership was established.
