after taking the logs from the laptop I removed malware from we were able to scan the other laptop that has the same issue and found one malware in common. BrowserSafeguard.exe I am waiting to hear back from the local tech because he will need to manually uncheck the proxy setting and confirm this solves the issue but I think we have got our answer.
