Error 10061 Smtpdiag

Due to some changes in the perimeter firewall or whatever we've stopped receiving mail from outside the domain. While wrangling with network management to fix that I ran SMTPDiag and discovered something odd. If I do "smtpdiag.exe someone@subdomain.com someone@domain.com" on the Exchange machine it returns a bunch of TCP DNS query failures, though UDP is fine and in the end says it can't connect to mail servers on domain.com via TCP 25 (Error 10061). But in reality SMTP mail is going out just fine to that parent domain. If I perform the same test from a computer on the parent domain, everything's just green. Why is SMTPDiag reporting an inability to connect while in actuality Exchange is able to? There's absolutely no authentication or anything involved in sending mail from our sub-domain to the parent domain. Firewall admins will only open this post and not the TCP port. Let your firewall admin check if he/she only allows DNS requests via UDP/TCP. I can live with no TCP query to DNS, and indeed that's the setting on our net I found out. What I don't understand though is how SMTPDiag is getting SMTP error 10061 while Exchange itself can connect to the same remote email server just fine. I ran SMTPDiag from the Exchange box itself. The server is running Windows 2003, IIS 6.0. The email file is created and put in the Pickup directory, but it goes directly to the Queue directory, stays there for a while then goes to Badmail. I received the following error: Message delivery to the host 'xxx.xxx.xxx.xx' failed while delivering to the remote domain 'xxx.com' for the following reason: The remote server did not respond to a connection attempt. We have opened port 25 on the firewall. I can attempt to send a mail via Telnet from the server, but the same thing happens. I ran netstat -an to verify that port 25 is open, and it is shown as listening. I ran SMTPDiag and received an error as it was trying to connect to the remote mail servers. All the DNS appeared to be ok. The error was "Connecting to the server failed. Error: 10061". This process is currently working on an NT 4 server running IIS 4.0. Any help would be appreciated.
