I have checked the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BITS\Parameters in the registry and everything looks good. The qmgr.dll is also were it belongs. I ran the command "Reg add HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BITS\Parameters /v ServiceDll /t REG_EXPAND_SZ /d %windir%\System32\qmgr.dll" that I got from http://social.technet.microsoft.com/Forums/en-US/winserverManagement/thread/e262f6c1-fec8-4e1b-8ae4-727858f2d1b3/

and still it won't start. I tried to download the BITSservice1.reg and BITSservice2.reg files from that same article but the password expired. Can someone help me out? Check the registry key: HKLM\System\CurrentControlSet\Services\%... 2. Check the associated DLL file name value for ServiceDLL. 3. Physically check the location mentioned in the key ServiceDLL and make sure that the file is there. 4. If you do not find the file at the location mentioned in the key HKLM\System\CurrentControlSet\Services\%... then copy the file from a working Server with the same OS and Service Pack Level. 5. Now try to start the service and the service should now start.
