When the Create New FPDS-NG Contract Action Report is closed to continue creating the CAR, FPDS-NG returns Error Code: 1005: The Award or Referenced IDV PIID is missing. What is the cause of this error? Resolution Cause: This issue has been isolated to users creating a BOA contracting action by creating a PD² Award document and changing the PIIN Instrument type to “G” rather than creating a BOA via the PD² Menu options Procurement >Pre-Award/Awards >Agreements.The FPDS Engine sees the "G” in position 9 of the PIIN, then looks for the object type, which is incorrect because the BOA was not created via the Agreement menu option. Because the 9th position is “G” and the object type of the action is not for a BOA, FPDS Engine detects an Order is being created against the BOA. Our application is written in Java and is sat on top of Tomcat 5.5. It was written by contractors who are no longer with us. The current team has no real Java expertise, and we're unsure as to where the Connection reset error is actually coming from, and how to go about debugging. The issue appears to be completely intermittent, and unrelated to the messages we are attempting to send. Any suggestions on what the typical causes of this exception might be, and how we might proceed, are welcome. The whole call stack is included below for completeness.
