What I do suspect is that it may be caused by faulty ram. You can download and install DocMemory to a clean floppy (using the system you are on). Then boot with it in the bad laptop. I finally got round the nag by - deleting all files in Windows/Sysbckup - extracting ddeml.dll

But you say you can install NT on the system without error -- that would tend to rule that out. Are you re-formatting before trying the reinstalls? Also you mention a problem with the Video driver -- that might be the key, check this response: Hi, I got the error "Error loading user.exe - you must re- install windows" when trying to boot. The MS knowledge base said to replace the file ddeml.dll in my Windows/System directory, but that did not work. What did work was to boot up into safe mode and to delete the video card from devices and then re-install the video driver. I tried to do the ddeml.dll extract that microsoft explains, but I get that it cant open the file. I don't understand what happened, I did a reformat with no problem but as soon as I tried to install the O/S it went through the scan and then gave me this message. C: only has command file on it, and it's showing files on a d: drive for some reason, (says it's my ram), the cd-rom is showing as e: previous to reformatting it was d: Anything I find searching
