We have a total of three DCs https://technet.microsoft.com/en-us/library/bb218867(v=exchg.80).aspx and it returns this error for the other two DCs. It does not return this error for itself. Unfortunately, the person who installed Exchange installed it on a DC. I've had very little luck finding information to resolve this issue. Everthing seems to work fine and there are no errors in the Event log. If so, Exchange will only use itself for DSAccess and will not fail-over or use any other DC. That may explain that. In fact, ExBpa should alert on that. Several Exchange Server directory components, such as Directory Service Access (DSAccess), Directory Service Proxy (DSProxy) and the Message Categorizer will not fail over to any other domain controller or global catalog server.
