Service Control Manager (SCM) stops services and driver services. It also reports when services terminate unexpectedly or fail to restart after it takes corrective action. Possible Causes Reports of users who experienced this with the "World Wide Web Publishing Service" and "IIS Admin Service" after executing "IISReset /Stop" This can also be generated when a service is terminated by the user via "Task Manager" Troubleshooting Change the recovery actions To resolve this issue, change the recovery actions that the Service Control Manager (SCM) will take when a service fails. To perform this procedure, you must have membership in Administrators, or you must have been delegated the appropriate authority. Hard to tell what's going on. so pls ensure a) machine is patch up to date b) do a virus scan c) you can get iisstate from iisfaq.com and try to capture the thread dump.
