Then the next thing I would look at is to see if the Free/Busy PF's were actually created, open the Exchange Management Shell and run "Get-PublicFolder Identity "\NON_IPM_SUBTREE\SCHEDULE+ FREE BUSY" Recurse". You should see folders listed as "\NON_IPM_SUBTREE\SCHEDULE+ FREE BUSY". If receive an error then you'll need to create them.
