We got this error even though the file mod_dav_svn.so was both present and accessible at the specified location (the forward slashes do not pose problems). However, as it turns out, some of its dependencies were not. After adding the subversion servers installation directory, C:/Program Files (x86)/CollabNet Subversion Server/, to the system PATH variable, the Apache service started without a problem.
