Resolution : Do one or all of the following: Review the error information displayed in the message. Verify that the service password has not expired. Verify event id that the service is in the correct location. Verify that the service is not infected with a virus. To display the WIN32_EXIT_CODE error that SCM encountered when trying to start the program, at the command prompt, type sc query service name The information displayed can help you troubleshoot possible causes for the error.If the WIN32_EXIT_CODE is zero, then SCM did not attempt to start the service service control manager because the error was detected first.Cause 1:This behavior can occur if you configure the service to log on to a user account, and any of the following conditions are true: The right to log on as a service is revoked for the specified user account. The password is changed on the user account that the service uses to log on. The password data in the registry is damaged. Resolution : Method 1: Configure User Rights If the right to log on as a service is revoked for the specified user account, restore the right by using either of the following methods, as appropriate to your situation. On a Domain Controller If the user is in an Active Directory domain, follow these steps: Log on to the domain controller as administrator. Start the Active Directory Users and Computers snap-in. You may use the Services Microsoft Management Console (MMC) snap-in (services.msc) and the Local Security Settings MMC snap-in (secpol.msc) to view the service configuration and the account configuration. Event ID 7000 This is registered as Event ID 7000 - Service Control Manager in the Event Viewer. To fix this follow the steps below. Step 1 On your domain controller or a computer with access to edit your network group policies, launch the Group Policy Management Editor by going to RUN and typing gpedit.msc. Step 2 Make sure you have selected a policy that everyone will get, or if you have administrative rights you could add this to your local machine policy. Under Computer Configuration go down to Security Settings > Local Policies > User Rights Assignment. Step 3 Under Profile System Performance add "LOCAL SERVICE" to the groups that have access to run this. Step 4 Now on the machine you are receiving the error on, run gpupdate /force. Step 5 I had to restart my machine for the errors to stop disappearing. I would recommend restarting. After you have restarted, check the system event viewer logs and the Service Control Manager should now be running without any errors.
