As the database has CI disabled on purpose, the error itself makes sense, however i've got no idea what is triggering the "eDiscovery search" that is causing this error. Running the "get-MailboxSearch" cmdlet doesn't give me any results. The CI-disabled database contains (archived) mailboxes, that were moved from an mailbox database which has Content Indexing enabled (if this matters). Does anyone know how to get rid of this error? On an Exchange Server 2013 server you may encounter failed content indexes that are preventing end users from being able to run searches in OWA and Outlook.
