I have been searching for couple hours before coming for help~~ I read so many articles but could not find any https://www.microsoft.com/technet/support/ee/transform.aspx?ProdName=Windows+Operating+System&ProdVer=5.2&EvtID=13508&EvtSrc=NtFrs clue yet. I have 7 sites, and the Windows 2003 DC servers have been running for 4 years.Now, all in a sudden, one single DC for a site is having an event ID 13508 (since Feb). It said the "File Replcation Service is having trouble enable replication from server A to Server B https://social.technet.microsoft.com/Forums/windowsserver/en-US/0bb3d213-f266-422e-9ff2-64a23e552af0/frs-problem-event-id-13508-without-13509?forum=winserverDS for d:\windows\sysvol\domain using the DNS domain name.... the FRS will keep retries...etc". I followed one of the technets and verify each mentioned, including running repadmin /showreps and /showconn, netdiag, NTFRSUtl version

FRS will keep retrying. Following are some of the reasons you would see this warning. [1] FRS can not correctly resolve the DNS name xxx-dc2.xxx.xxx.org from this computer. [2] FRS is not running on xxx-dc2.xxx.xxx.org. [3] The topology information in the Active Directory for this replica has not yet replicated to all the Domain Controllers. This event log message will appear once per connection, After the problem is fixed you will see another event log message indicating that the connection has been established.
