2003 Enterprise Edition 32bit. Things have worked fine for over a year. Now ntbackup will start running, estimate the size then start backing up and stop after a hundred thousand or so bytes. I suggest you try an earlier version, e.g. from an earlier service pack. You will need to place it into a folder of your own and invoke it explicitly in its new location. If you try to overwrite the original version in the System32 folder then the Windows file protection mechanism will automatically restore it within a few seconds. I did try copying it from a server that was working, but it was the same version and got the same problem on the problematic server. I've now copied it from my XP machine which is a different version and it seems to be run..oh no it's died.
