Managed to solve the issue by setting eaccelerator.filter = "*.engine" in php.ini and restarting apache. This setting exludes *.engine files from caching. I fatal error cannot redeclare class oauthsignaturemethod_hmac_sha1 uploaded it to my host temp server and initially ran into a memory error. You must run update.php. Since I was logged out, the way I resolved this is as follows: I typed in the url box www.example.com/update.php (www.example.com being your site's name. If it's on your local machine, I guess it is something like localhost/update.php.) If your settings.ini file is properly configured, you should get an access denied message. In that case, g

Fix: For example in my case the error returns Fatal error: Cannot redeclare system_requirements() (previously declared in /modules/system/system.install:12) in /modules/modules/system/system.install on line 299 Search for fatal error duplicate(s) module folder thats triggering the error. In my case I search for a duplicate system folder. I found two folders with the same name system. The first one is located under modules/system. And the second one is located under modules/modules/system To fix this delete the duplicate folder(s). In the example above, it's drush sql cil that breaks. So this is a fairly serious problem... I'm not saying we should bootstrap Drupal, btw, but just look for files the same way it does.
