Indeed you shouldn't edit core files. Depending on your server settings, the php upload limit may or may not be overriden by WordPress, so it's good to set both. Changing the default-constants.php seems to be the only thing that effects the change. When you says "use the config.php file". There isn't a config.php present anywhere in my root.
