it was a dependency that wasn't installed by Cygwin. I double checked that at least verify_tools is giving the correct output. I'm not sure what to check after that. It was a dependency that was not installed during the Cygwin install. Unfortunately he/she did not tell which dependency was missing. When running the build from the command line, it gives me the terse error message with no other hints.
