Answer The User Account Control (UAC) is not supported with the Notes client versions 7.0.2, 7.0.3, 7.0.4 and 8.0, but is supported in version 8.0.1. For Lotus Notes releases 7.0.3 and 8.0, the Microsoft Windows Vista operating system must be installed and run with UAC turned off. Notes 7.0.3, 7.0.4, and 8.0 were tested in the following configuration. This information was culled from the Release Notes for Notes/Domino 7.0.3, 7.0.4, and 8.0: Turn User Account Control (UAC) off - Launch MSCONFIG from the Run menu; note that the Run menu is not visible by default for Windows Vista. - Click on the 'Tools' tab. Scroll down and click "Disable UAC". - Press the "Launch" button. - A command window will open. When the command is finished running, you can close the window. - Close MSCONFIG; reboot the computer for changes to apply. Note: You can re-enable UAC by selecting the "Enable UAC" line from the 'Tools' tab, and then clicking on the "Launch" button. Alternately, you can turn off User Account Control (UAC) by doing the following: - Open the Control Panel and choose 'User Accounts' - Select "Turn User Account Control on or off" - Un-check the box next to "Use User Account Control (UAC) to help protect your computer" - Press OK and restart the computer. Note: You can re-enable UAC by checking the box next to "Use User Account Control (UAC) to help protect your computer". Install as Administrator (using Vista default policy settings) to the default path C:\Program Files\IBM\Lotus\Notes. Run as a Standard User or Administrator (using Vista default policy settings). If you do not get desktop launch icons for User, create them by dragging the Notes Mail shortcut from the Start menu. New Installation Procedure for 8.0.1: Starting in Lotus Notes version 8.0.1, the UAC feature is supported. However, due to the limitations imposed by the UAC feature, it is strongly recommended to install

Whenever we've seen this error, the problem has been related to permissions on the folders at the OS level. IIRC, in our case, the issue was that the user needs to have write permissions to the Notes folder - because Notes modifies the notes.ini.
