In both cases the action occurs before the CostInitialize msi motherboard error codes action." Dealing with a Citrix installation? Check this article for a possible solution. One stage of this is to specify the working dir for the exe (i.e. MSIEXEC) as "SystemFolder" - when the MSI is run this generates the 2707 error. I have checked the directory table and it looks OK. The problem in the instructions in the online help is that they say to insert the new custom action by a right click on costfinalize then insert. This does not work - the 2nd MSI needs to go AFTER costfinalize in order to avoid the 2707 error. I now have a new problem - how do I uninstall the second MSI when I uninstall the primary MSI?
