Verify that the specified transform paths are valid. Issue can be that the transform is marked Windows Installer 3.n only, and it's attempting execution on a PC with Windows Installer 2 only on it. Try to install Windows installer 3.1 on the PC ( WindowsInstaller-KB893803-v2-x86.exe ) and re-try. It’s also a possible that the update address is not available. I suggest downloading the update package form website and install the package by yourself. Hope it helps.
