Running a Fresh Install of Ubuntu 6.06 LTS and looking at /var/log/Xorg.0.log: (II) Initializing built-in extension XEVIE error opening security policy file /etc/X11/xserver/SecurityPolicy (**) Option "CoreKeyboard" The file "SecurityPolicy" error opening security should be in the directory "/etc/X11/xserver/" but the directory does not exist. Copying the file from "/usr/share/doc/examples/SecurityPolicy" solves the problem. machine from Windows 7 with Ultra VNC viewer.
