We're seeing reports that Outlook won't open, returning a (basically useless!) error message that outlook 2013 control panel mail not opening Outlook won't open. Attempting to open the Mail applet in the Control panel results in an error message that Outlook is out of memory or system resources. "You need mail (microsoft outlook 2013) (32-bit) will not open more memory or system resources. Please close some Windows and try again." To get Outlook back into working mode, open the registry editor and delete or rename the windows messaging subsystem key. We don't know why the key is corrupt, but this seems to fix the problem and doesn't take as much effort as completely removing Office and reinstalling.

Renaming this key means you will lose your profile and will need to recreate it. There really is no way to avoid this. Sorry. Outlook 2010 and older: HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem Outlook 2013: HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Outlook\Profiles Edit the Registry Press Windows key + R to open the Run command. Type regedit in the Open field and click OK. Locate the key then right click on it and choose Rename. Type OLD at the end of the name. Try opening the Mail applet to create a new profile. Cause Issue was caused by restrictive permissions on registry key and sub-keys located under:HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles When new Outlook profile is created, user who created the profile gets assigned Full Access permissions. Other domain users (apart administrators) don't have any rights to these registry keys. Normally this is not an issue, however, in terminal server environment with mandatory profiles, this meant that only administrators and user whose profile was used to initially setup mandatory profile had access to this part of registry. Solution Change mandatory profile to normal roaming profilerename ntuser.man to ntuser.dat Login as a use with administrator right Open Registry (regedit.exe) and navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem Right click on Windows Messaging Subsystem and click on Permissions > Advanced Make sure you have Domain Users group with Full Control permissions. Don’t download shared or public folders Applies To Outlook 2013 Preview Outlook 2010 Finding I tried everything that was available online and the only solution that worked for me was to have only one Exchange account active at a time. Figure: I don’t think I have run out of memory! I have 24GB RAM! Even with separate profiles this continues to be a problem with my Microsoft Account, but not with my Office 365 account… weird. This may be an exchange issue that I am running into, but I do not know… Figure: there is not enough free memory in Outlook 2010 As this is happening in Outlook 2010 I looked at reported solutions there and it looks like it is due to one of my mailboxes being associated with “Public Folders” or whatever the equivalent is here. I think they are just mandatory “Mailboxes” but they present as public folders. If I remove this mailbox I get no further issues. Workaround 1 If you create two profiles (yuch) and only open one exchange account at a time you can have a world of working instead of a world of hurt. Figure: You can’t currently open more than one exchange account This is a workaround as you are supposed to be able to have multiple exchange accounts open… I guess it does say “Preview” in the product name. Although I still get the problem with my Microsoft profile it is not as persistent nor as prevalent. Workaround 2 This is a more permanent work around as it looks like unless you have your computer joined to the Microsoft corporate domain you can’s use their email reliably.
