I installed Oracle XE on windows 7 Home edition. When I run the restore option from the menu, I got the following message: This operation will shut down and restore the database. Are you sure [Y/N]?y Restore in progress... System error 5 has occurred. Access is denied. I run it as the user that installed Oracle and the user has admin rights. I'm not sure what 'Menu' you are selecting to restore XE but this error appears to be a Windows permission error.
