Get Package The Remote Server Returned An Error 404 Not Found

I am running the web application on a Windows 2012 (IIS 8.5) box. I build and run the solution and get the default.aspx page... Which says nuget restore the remote server returned an error 404 not found "You are running NuGet.Server v2.8.60318.667" and "Click here to view your packages". When I click on the "here" link I get a "404 - File or directory not found." error. I can successfully run a nuget.exe push command to put packages on the Nuget server; however I get a 404 error when attempting to run nugget.exe list command. I have restarted IIS and the server I have rebuilt the NuGet.Server web application from scratch. I have tried hosting the NuGet.Server on a Windows 7 box with no success. The Web.Config has the following entry

If I use the NPM UI I get The remote server returned an error: (504) http://stackoverflow.com/questions/28288328/nuget-the-remote-server-returned-an-error-504-gateway-timeout Gateway Timeout. If I use the PM Console with Install-Package Ninject.MVC5 I get : The source at nuget.org [https://www.nuget.org/api/v2/] is unreachable. Falling back to NuGet Local Cache at {userfolder}\AppData\Local\NuGet\Cache Install-Package : Unable to find package 'Ninject.MVC5'. If I type: Install-Package Ninject.MVC5 -source nuget.org i get the same UI error : Install-Package : The remote server returned an error: (504) Gateway Timeout. I tryied this from other sources that points to solution but none worked. I see a similar problem on nuget but a code 'fix' was release according to the github repo on January, 15. The remote server returned an error: (404) Not Found.. In Fiddler I can see there is a DELETE request sent to the right URL: DELETE /api/v2/package/TEAM.Commons.DDD/1.1309.1302 HTTP/1.0 but the server is replying with a 302 redirection to an error page: HTTP/1.1 302 Found
