It's much easier to do with a Linux ISO file, you just use PenDrive and it installs it onto the USB making it bootable for you, and error occurred while presto! Live boot USB stick! Windows is a bit different though, and with Windows 8.1, they made it weirder... If all else fails, you could just go back to the semi-old-school of optical media :) That is, if you run into so many brick walls with the USB that you end up throwing up your hands in defeat like I have on occasion...
