This can be caused by a variety of things and users may see it either when trying to update or restore normally through iTunes, or even when using firmware IPSW retrieved directly from Apple. If you're familiar with troubleshooting iTunes error messages, you'll find that Error 17 is in the same category of problems as Error 3194 and the "device isn't eligible" build message. Somewhat unique to Error 17, however, is that it more often seems to be triggered with direct internet connectivity issues on a Windows PC, like say a broader wi-fi problem like failed DHCP assignments, or a very restrictive firewall. Before digging in to the troubleshooting steps, if you're simply trying to update iOS to the newest version, try using OTA directly on the device itself.
