I have run into these problems before, and running through the Network ID wizard with all the default settings and putting a new name in, worked every time. Because if it is a Domain Controller, then its impossible to change the computer name, But if its a normal Member server, meaning, not a domain controller , then you can change the name. Secondly, yes your right, you have to restart to again change the name. I have had no problem renaming all other clients on the network just this particular one. it keeps telling me that name already exists, while I can not find that particular name anywhere on the network.
