When you enter passive mode, your client computer attempts to connect to a port number that the FTP server has opened up for you to perform your data transfers on. If your firewall is restricting the connection, it obviously won't work. From the command response you supplied, the FTP server is IP: 173.201.146.1 and the port number it opened for your data connection is 14504 (196 x 74 = 14504). Your firewall needs to permit you to connect to that port number. Many firewalls will only permit ports 80, 443 and a few other services but bear in mind that FTP servers that use passive FTP can run on virtually any range of high number ephemeral ports and that you need to open these outbound for you to connect to. You could try and use Active mode torem
