If you do, remove it from your environment variable and try to install the framework. 2. Rename mscoree.dll in %windir%\system32 and try to install the framework 3. Look in your registry. If you had a previous version of the framework installed (beta 1, beta 2, etc), see if this key exists: HKLM\SOFTWARE\Microsoft\.NETFramework\policy\v2.0 Name: 50727 Data: 50727-50727 If you don't have that key, delete the keys that are there and try to install the framework. How to Fix Administrative Deployment for 64-bit .NET Framework Redistributables ★★★★★★★★★★★★★★★ June 7, 2005 by Heath https://social.msdn.microsoft.com/Forums/vstudio/en-US/47c93410-2ee2-4dd1-812a-04475d50de7c/error-25007error-occurred-while-initializing-fusion-setup-could-not?forum=netfxbcl Stewart (MSFT) // 3 Comments 0 0 0 If you've tried to install the .NET Framework 2.0 Beta 2 redistributable for either ia64 or x64 from an administrative installation point, you might've seen an error like the following: While investigating patching scenarios for 64-bit SKUs I found that for source extraction and administrative installs the 32- and 64-bit files map to the same paths. This, unfortunately, https://blogs.msdn.microsoft.com/heaths/2005/06/07/how-to-fix-administrative-deployment-for-64-bit-net-framework-redistributables/ shipped in beta 2. The problem this causes is that a 64-bit call to LoadLibrary will fail to load a 32-bit DLL such as mscoree.dll. Only the 64-bit libraries wow64.dll, wow64win.dll, wow64cpu.dll, and ntdll.dll can be loaded into a 32-bit process, so the error dialog above or a similar error is displayed.
