The may indicate a problem with MSI package. To find more specific cause, I recommend you enable MSI verbose logging. You can refer to the "Method 2:Set a Registry Value" section to enable MSI verbose logging. http://technet.microsoft.com/en-us/library/ff772434(v=exchg.80).aspx Additional article for your reference. http://blogs.msdn.com/b/astebner/archive/2005/08/01/446328.aspx Cara C

Creating your account only takes a few minutes. Join Now Hello... I recently inherited a physical SBS2011 server with Exchange 2010 SP1 RU8 installed. SP1 RU7v2 is http://serverfixes.com/error-1603-exchange-2010-sp3-rollup the only other RU installed. When attempting to upgrade to SP3 the pre-install checks all pass but when it gets to the removal of Exchange part of the install the exchange 2010 following error is thrown and the install fails. Unable to remove product with code 4934d1ea-be46-48b1-8847-f1af20e892c1. Fatal error during installation. Error code is 1603. Last error reported by the MSI package is 'Service '' () could not be stopped. Verify that you have the correct permissions to stop system services.'. After fixing the services and rebooting the server Email\Exchange connectivity is exchange 2010 sp3 restored. I get the same error if I try and install SP2 or SP3, and if I try and uninstall the currently installed SP1 RU's. My account is a member of the Domain Admins, Enterprise Admins, Schema Admins, and Organization Management groups. I can fully interact with all MS Exchange services as well as IIS Admin Service, Remote Registry, WMI, and WWW services. I've stopped the Windows SBS Manager service as well as disabled UAC and my AV prior to install and the issue persists. I verified the RangeUpper value on my Schema is correct (14734), but attempted to run Setup.com /PrepareAD anyway (from an admin CMD). The command output shows the first two lines ("Welcome to Microsoft Exchange blah blah blah", and then "Preparing Exchange Setup") but then just goes back to the cursor waiting for the next command and no error or changes made. Same happens when I tried to run ServiceControl.ps1, first 2 or so lines of the command output are shown then back to the cursor with no actual error or changes made. Powershell Execution Policy
Exchange 2010 SP3 Rollup 6.Problem - error code 1603The installer for Exchange 2010 Rollup 6 has failed and has returned error code 1603.Recent changes:NetApp filer was updated to OnTAP 8.2.1.Solution:I had upgraded SnapManager for Exchange to version 7.0, which required Powershell version3.0, which is not compatible with Exchange 2010. So, after the un-install of SnapManager v 7.0 and uninstall Powershell 3.0 (KB2506143), I restarted the system. I ran the rollup successfully and installed SnapManager for Exchange version 6.1. I restarted the system and all was well.Windows Management Framework 3.0What to look for:Check you installed updates in the Control Panel for KB2506143. You will need to remove this and restart, before you can proceed with the install of Rollup 7, or any Rollup for that matter. I hope this information has helped one of you out there.Share this:ShareEmailFacebookLinkedInTwitterGooglePrintTumblr Server solutions4 comments Steve says:1st October 2016 at 11:37 pm Thanks for posting this.
