am still having the issue and am wondering if anyone knows what this might be, and/or how to fix it. Our server 2003 developed a problem after a recent power outage after the UPS https://technet.microsoft.com/en-us/library/replication-error-5-access-is-denied(v=ws.10).aspx ran out of battery while the server was in the process of shutting down. Group Policy is failing to replicate between this server and the PDC, which is a server 2000. Every 5 minutes, event ID 1053 shows up in the app event log of the svr2003 'windows cannot determine the user or computer name. (Access is denied0. Group policy aborted.' There are no errors reported in the DNS https://social.technet.microsoft.com/Forums/windowsserver/en-US/f0d71c16-ad4c-44c9-8e04-4e84e2a23cd8/access-is-denied-errorexception-5?forum=winserverDS log and each server can ping the other by name and nslookup works fine. Both servers are showing exactly the same time. Most of the command line diagnostics fail with 'error 5, access is denied' when run from the svr2003. The only one that does not fail is netdom query pdc. netdom query dc and netdom query fsmo both fail with 'access is denied' when run from the svr2003. The svr2000 is the PDC, FSMO, etc and all of the command line diagnostics work on that server. Thinking that maybe it was a Kerberos/machine account password issue, I stopped the KDC service on svr2003 and used netdom to reset the password, rebooted the server and restarted the KDC service, but this made no difference. repadmin /showreps shows a 'DsBindWithCred to localhost failed with status 5 - access is denied.' dcdiag results in DsBindWithSpnEx() failed with error 5, access is denied, which causes it to skip some of the subsequent tests. Almost all of the google hits reference status/error 17xx instead of 5 in conjunction with the DsBindWithCred failure. Has anyone seen this, or know what the problem might be?
