This error message is diplayed when CPU fan RPM is below specified limit. For my motherboard, specified low limit was 600 RMP and CM 212 Plus Cooler fan was running at 500-550RPM. If CPU temperature is ok, then you need not to worry. If you want to turn of this error message, then goto: BIOS -> Monitor -> Fan Speed Monit

One is for CPU and one is for Motherboard Fan. If you connect CPU fan to the one that is used for motherboard one, BIOS find no fan plugged in CPU's one, as it expects, that's why it returns this error.
