Extract it to a folder of your error 1324 the choice, then run Steam.exe and let it install itself. Then move the SteamApps folder to the new Steam. BUT, running msiexec /a "path" opened up the installer, and although it installed it to C:\Program Files, instead of C:\Program Files (x86) it's working fine now.
