When I investigated further I realized the issue - I have mounted the database and ran the ESEUtil. The database needs to be offline to read the header information. When I mount the database, Process Explorer shows a process handle on the file from the Exchange Information Store process. But when I dismount the database, that handle goes away yet ESEUtil still reports the file is locked or in use.
