I have both .dll and .so file for that project. I am trying to use dependency walker to find out the dependency. I think that I have avrdude ser_open() can't open device the system cannot find the file specified already set up the correct search path. Completely clean Windows install. Downloaded v1.0.6 and have the same issue. Tried copying settings.txt to c:\ but same problem. Also, attempting to start nvm from the Start Menu causes a window to flash for a split second and then disappear.
