license server over a VPN, dial-up or a slow DSL/ISDN connection. This is not a problem with previous versions of ArcGIS Desktop 9.x, as the earlier Macrovision FLEXlm licensing technology used for releases prior to ArcGIS Desktop 9.3 did not have this issue. The following error appears: "Provide your license server administrator with the following information: Cannot arcgis license error code -15 connect to license server system. The license server manager (lmgrd) has not been started yet, the wrong port@hostname in the license file is being used, or the port or hostname in the license file has been changed. Feature:

The following error is presented: The License server manager (lmgrd) has not been started yet, the wrong port@host or license file is being used, or the port or hostname in the license file has been changed. Feature: Viewer https://fishandgame.idaho.gov/ifwis/portal/blog/bug-patch-arcgis-flexnet-licensing-error-15570 FLEXnet Licensing error: -15,570 CAUSE: The cause seems to be that the default timeout setting for the FLEXLM license manager is 2-seconds. Which is more than ample on a LAN, but less than ideal on slower VPN’s, or DSL connections. SOLUTION: Solution can be found from this source http://blog.openlm.com/?p=321(referred to on several occasions). However, I would HIGHLY recommend that if this is indeed the patch, that we create a script for our clients to run rather than follow these steps. Right click My Computer and choose properties. On system property dialogue box choose advanced tab. Click on the environment Variables On environment variable dialogue box choose system variables field and hit the new button A new system variable dialogue box with two fields appears; put “FLEXLM_TIMEOUT” in variable name and put 1000000 in variable value field Click OK on all three dialogue boxes to close them Posted by idfg-bstuder at 05/09/2012 in arcgis ArcGIS 10 arcmap bugfix e

Configure ArcGIS License Manager to work through a firewall Procedure Many of today's networks use a firewall for enhanced security from outside threats. Because the license manager uses the TCP/IP protocols, implementing such a firewall can pose problems between the license manager server and the clients connecting error 15 to it.The problem is caused by the firewall often closing or blocking access to the ports the license manager uses to communicate. By default, the lmgrd daemon is set to port 27000. The ARCGIS daemon, on the second line of the file, is not confined to a particular port range. It is dynamic, meaning that it can listen on any available port.To secure error 15 570 the license management environment and allow you to implement a firewall, you can lock the ARCGIS daemon to a specific port. You can also change the lmgrd daemon from the default 27000 to another port between 27000 and 27009. This range was prespecified for license manager use because of the low traffic in that range. Procedure The steps provided require that you briefly stop the license manager. During this time, connections to the license manager may be lost. Click Start > Programs > ArcGIS > License Manager > License Server Administrator.Click Start/Stop License Server in the table of contents and click Stop.Open Windows Explorer and navigate to your license manager installation location (C:\Program Files\ArcGIS\License10.3\bin by default), in which you will see a service.txt file. The file should look similar to this:SERVER this_host ANY 27000 VENDOR ARCGIS USE_SERVER FEATURE ACT ARCGIS 1 permanent 1 vendor_info=7KNJDRHFHBK4CFDMJ214 SIGN="052E ABFC 32DD \ 2473 DEFD E276 4BF3 E0DB 87EB 2203 5A30 C014 19A1 C35E 2154 \ 08B1 9460 A2B9 6701 DC4D CAF2 E2FE 1347 0E36 90FA 4F3B E864 \ BEC8 D3A2 A615" At the end of the SERVER line, you can
connected through VPN or network speeds are slow” ArcGIS Software Bug/Problem: “The ArcGIS Desktop Administrator does not connect to ArcGIS License Manager 9.3 while it is connected through VPN or network speeds are slow” Posted on May 25, 2011 Details: You must not panic when you see above mentioned issue during the process of ArcGIS license-claiming from ArcGIS License Manager 9.3. This is a software bug mostly observed in all level of ArcGIS software ver9.3; earlier releases of this software did not observe this problem but following mentioned all levels observed this issue. ArcGISArcEditor 9.3 ArcGIS - ArcInfo 9.3 ArcGIS - ArcView 9.3 & 9.3.1 ArcInfo Workstation 9.3 All of the above software modules observe this problem while operating on following Windows Operating systems. Windows 2000 Windows XP Windows 2003 Server Vista This bug is identified by the ID ‘NIM037135’ and FlexNet licensing error ID “-15,570” which is shown in the error report/message returned against licensing request to the server. Following error message is returned with related details: The name of the server and license path may vary as per network configuration. The error numbering scheme will be -15 and followed by 570 after comma; this is ArcGIS error reporting format. Reasons for error: This happens mostly in following two conditions when network/concurrent licensing scheme for ArcGIS is implemented. The connection between server and license requesting machine is through VPN. The connection is either Dial-up or a slow ISDN/DSL one. Solution: There is a stepwise process to resolve this issue of the software through modification of the environment variables in the Windows operating systems. The network or server client messages take certain time to process and reach at their destinations. Therefore, the waiting time of the program for communication response to reach is set a bit larger to resolve this issue on the windows OS. Stepwise procedure is given below: Right click My Computer and choose properties. On system property dialogue box choose advanced tab. Click on the environment Variables On environment variable dialogue box choose system variables field and hit the new button A new system variable dialogue box with two fields appears; put “FLEXLM_TIMEOUT” in variable name and put 1000000 in variable value field .Click OK on all three dialogue boxes to close them Launch the ArcGIS 9.3 program If the problem still persists then, repeat above mentioned procedure with an increase the variable value in the multiples of 1000000 micro seconds and reach to the value which gives you satisfactory communication result
