Is the enrollment policy in the profile template marked such that it allows self-service? To check, go to the admin home page, click Manage Profile Templates in the main part of the window, select the profile template you are trying to issue the smartcard from, then click Enroll Policy on the left nav bar, and see if Self service enabled: has a check mark to the right of it. Looks like Microsoft Certificate Lifecycle Manager FP1 is not smart card minidriver windows 7 download yet compatible with Windows 7 RC1. No issue however with Vista SP2.
